Senior Computer Specialist – Cardiology IT/PACS & OR System support Lead

General Duties/Description: 

This position is a technical lead role responsible for managing the current and future systems that support ECG, EKG, Echo, Cardiac, vascular cath lab, and surgery applications. This position provides customer support, systems installation, applications training, configuration, customization and maintenance of IT systems deployed in PCS including Cardiology servers and Surgery Information Systems.  Duties include response to user help requests, trouble shooting, user training, applying software upgrades, patches, routine backups, performance monitoring and tuning.  The user support duties include adding, updating and managing user accounts, troubleshooting, assisting and training users with their application use.  In addition, if required, this position will be responsible for generating queries, building & testing interfaces in HL7 or IHE standards, updating data dictionaries, generating access logs, daily billing functions, implementing network and security designs according to UW Medicine IT standards.  Assist and/or collaborate with Clinical Engineering staff on support and implementation of systems for Cardiology and surgery management systems.

 

Other duties include providing project management of new system deployments, systems engineering, disaster recovery planning, building IT test environments, web-based applications, network configuration, security implementation and systems development as necessary.  

 

Collaborative work with Clinical Engineering team is required to ensure overall institutional success.  

 

Organizational "Fit" Considerations: Must be able to carry pager and be available onsite 24x7 if necessary when requested.  The goal is to provide managed customer support on a distributed environment of cardiology servers, operating room workstations and web clients.  Must be able to provider leadership, direction and supervision of tasks performed by other IT staff.  Must be responsive and adaptive to the fast pace of medical environment and be able to support the IT infrastructure for mission critical applications. Requirements: 

Batchelor’s degree in computer science, business or related field. Equivalent experience and/or certifications such as MSCE or comparable technical degrees may substitute for the educational requirement. Experience in installing and troubleshooting IT hardware, applications, operation systems, networking and security. Experience in supporting medical applications, Cardiology or comparable applications are required.  Prior working knowledge of Microsoft suite of application software, local and wide area network technologies, developing and implementing web-based tools, distributed network file sharing and print services, security and firewall implementations are a plus. Demonstrated experience working with hardware and software vendors, supporting systems utilizing SQL, Exchange, Windows Terminal Server or comparable technologies would be a plus. Over 3 years of professional experience in complex information systems environments in healthcare industry setting is preferred.

This position, provides customer support, application training, application management, configuration, application customization, daily operations and tuning on the Radiology Information System (RIS) or Voice Recognition (VR) applications.  This position will be responsible for maintaining RIS application, daily electronic billing & batching duties, billing reject processing, Voice Recognition application, support users, perform maintenance, software upgrades, patches, routine backups and performance monitoring and tuning.  The user support includes adding, updating and managing user accounts, troubleshooting and assisting users with their application use. Other duties include perform daily billing & related IT tasks, fixing billing errors as necessary, generating queries, building interface ports using HL7 or IHE or comparable standard, customize application, translate user/business requirements into application/feature implementations.  Application support duties include updating data dictionaries, generating access logs, implementing network and security designs according to UW Medicine IT standards.

General Description
The Clinical Application Support Engineer is a subject matter expert, a technical advisor and applications interface developer who offers an array of cross-functional applications integration and interface deliverables.  This position provides clinical data interchange knowledge, programming support and development skills for interfacing applications used by the hospital, specifically as they interface to the applications used by Radiology dept.  

 

Clinical Application Support Engineer skills span the entire application lifecycle, from initial business process analysis and requirements gathering, information flow diagramming and gap analysis through project delivery, software testing, system troubleshooting, and training, to production system support and process analysis and improvement.  In this role, the Clinical Application Support Engineer is responsible to create robust and maintainable interface tools, designs, documentation and solutions for creating an integrated clinical application environment.  Performs design reviews with peers and other UW Medicine IT Services teams.  

 

 



The primary responsibilities of the Clinical Application Support Engineer are to:

 

q       Analyze and document business processes and workflow procedures

q       Define and document customer requirements

q       Perform system configuration / development tasks

q       Design and define application interface schema, data flow diagrams and design documents for review

q       Perform problem resolution of applications and their interfaces

q       Manage and perform project tasks

q       Develop and maintain software tools as necessary for generating reports or data exchange between applications

q       Write scripting programs, and interfaces using HL7, IHE, VB, C, PERL or other clinical programming and scripting standards

q       Maintain and update the interfaces

q       Develop and provide training for IT Services staff

q       Manage vendor relationships

q       Provide regular status reporting and time allocation updates

Requirements: 

 

Essential Knowledge: Scripting, programming, software development lifecycle, software architecture and design, any two of the following programming and scripting languages (C, C++, Visual Basic, PERL, Java, Javascript, J++) and any of the following database query techniques (SQL, KBSQL, Crystal Reports), familiarity with any of the following clinical applications (IDX, Cerner, EPIC, PACS), TCP/IP, familiarity with any of the following operating systems (Linux, Microsoft Windows 2000, Windows2003, Windows XP Professional). Extensive technical knowledge in development and maintenance of HL7 interfaces. Proficient in application customization, application performance tuning, database design, relational database rules, and testing methodologies. Familiarity and direct experience with IDX, Cerner, and EPIC are a big plus.


Essential Education: 7 years technical task experience, Bachelor's degree in computer science, IT, Electrical Engineering or equivalent. Five years of HL7 programming or IDX application support experience, plus MSCE may be substituted for degree.

Essential Skills: Ability to analyze customer requirements and translate the workflows, processes and business requirements into information technology and clinical application features.  Ability to specify and design data exchange schema and interfaces using HL7 interface standard.  Demonstrable experience with developing HL7 interfaces is required.  Attention to detail and documentation a must.

 

Prior experience and/or demonstrable ability to adopt or migrate interfaces to other standards such as IHE are a must.  Ability to develop software tools, application plug-ins, macros and scripts in a programming/scripting language such as PERL, C, C++, VB, Java and Javascript is a must. Experience with testing methodologies such as unit testing, verification testing, end-to-end testing, stress testing, integrated testing are required.  Ability to generate SQL reports, document programs and procedures, maintain and patch applications is a must.  Proficiency with software development life-cycle, version control, debugging, design reviews are required.  Ability in project management, written and verbal communication skills to brief and interface with management, installing, operating clinical or development applications on large and small workstations, plus maintain the development environment including server(s) and workstations in lab setting.
