[Seattle-SAGE] Unique desktop background?

Thanks Atom. Unfortunately that did not solve the problem I so
This time without distractions...
I want to control the background XP users see when they log into the
local computer instead of the domain. They should be able to customize
their desktop backgrounds, but only when they are logged into the domain.
Things I've tried and their results...
Specify a filename only accessible from the user's share -- did not
work, apparently the image is cached somewhere.
Meddled with active desktop; enabled and disabled from both local and
domain sessions -- it made no difference, but if 'disable changes' is
enabled it provides something else to curse about.
Searched the Microsoft Knowledge Base for clues on environment
variables...I should have known better...
