Assuming both speak STP, the path to the root bridge with the highest path
cost will stay blocking (and won't forward frames), so yes. You can
change the STP priority or port cost to pick which one should be
forwarding when both are live.
Note that after a failure the second port will still need to transition
from blocking to forwarding, which is normally ~37 seconds without Rapid
STP or fast-convergence knobs (UplinkFast, BackboneFast).
