[SASAG] openldap, local auth before network

Hey all,
At this month's talk I suggested using "bind_policy soft" to reduce
the time-out when using nss_ldap. I said that it would not eliminate
the problem of authenticating locally before the network started; but
further testing here indicated that it does, in some cases.

So if you are having problems with authenticating locally before your
system has loaded the network, try using "bind_policy soft" in your
ldap.conf.
