I don't know about the Seattle scene, but in Portland, I know about
POSSE - Portland Open Source Software Entreprenuers
http://www.possepdx.org
I know that several of the member companies like:

http://naked-ape.com/
do work on just those things.
I also know that the pdx perl mongers group has
many interesting people like the folks
from http://www.stonehenge.com/
who do contract work and training around much of this.
The portland pm group is at http://pdx.pm.org
I see from the pm.org site that there is a
http://seattle.pm.org site
They even have a jobs posting guideline page:
http://seattleperl.org/jobs.html
I am assuming there is a wide array of support in Seattle for
what you are asking for, but if you don't find it there, then Portland
has many companies dedicated to Open source and many more coming along.
