WORK LOCATION: 700 Fifth Avenue, Seattle Municipal Tower (formerly Key
Tower), Seattle, WA.


WORK SCHEDULE: This position is exempt from FLSA requirements and is not
overtime eligible.  The normal workweek is normally Monday through
Friday 8:00 a.m. to 5:00 p.m. 


POSITION PURPOSE:  In conjunction with senior management this position
manages the strategic design, development, and management of King
County's enterprise data network for the Office of Information Resources
Management (OIRM).  OIRM is the central information technology office
for King County and provides infrastructure and support to over 15,000
employees and several regional and municipal governments.  This position
will provide leadership in the development of architecture and network
designs and ongoing maintenance for all network equipment nodes,
ancillary equipment and other communications equipment. This position
will develop, manage and oversee the budget for the overall data network
and other related networks that are maintained by King County.
Coordinating efforts with other management staff, this position will
also provide leadership in the development of change management
processes, procedures and other best network design, implementation and
management practices to meet the needs in planning, designing, building,
and managing the network.  This position will also provide direction in
the integration of multiple technologies such as Voice Over IP and other
developing technologies.  




*	Oversee the day-to-day ongoing maintenance and support of King
County's enterprise network. 
*	Provide strategic direction and long term vision for the
enterprise network and engineering plans and hardware designs to meet
King County's tactical and strategic enterprise network needs. 
*	Develop and direct program and project plans, oversee the
determination of requirements and impacts to of network engineering
solutions, define and oversee implementation. 
*	Consult with users, management, vendors, and technical staff to
assess King County's network needs and requirements, recommend
improvements, such as hardware and software upgrades. 
*	Oversee the validation engineering and maintenance documentation
for all new, existing and proposed transport, switch and collocation and
other auxiliary facilities and hardware to ensure ready access to
network configuration data. Maintain accurate documentation and records
of network hardware/software configurations and topologies. 
*	Oversee the management of network equipment and service vendors.

*	Oversee the development and implementation of policies,
standards and procedures for the engineering and technical work
*	Manage internal customer relationships, negotiate business
processes and network equipment designs for successful implementation
and support of the network. 
*	Prepare and mange budgets, define operating support models and
costs; monitor the financial status of programs and projects, approve
expenditures, enforce rules as needed. 
*	Review, recommend or approve contracts and cost estimates,
oversee or prepare bids and requests for proposals, and direct the
negotiation of research contracts. 
*	Provide leadership to ensure the appropriate management and
maintenance of network engineering and support activities by working
with colleagues, subordinate supervisors, leads, and senior management. 
*	Working closely with the Network Engineering Supervisor to
provide daily maintenance and support of the network and management of
the Network Engineering and Support group, analyzing workflow,
establishing priorities, developing standards and setting and meeting
*	Provide leadership in the recruitment employees; assign, direct,
and evaluate their work as needed, and oversee the development and
maintenance of staff competence, and establishment of performance
*	Work collaboratively with other OIRM work teams and other King
County IT staff outside of the organization.  
*	Other duties as assigned. 



*	Experience providing strategic leadership on network design and
*	Proven experience deploying and managing a mission-critical,
highly available enterprise network infrastructure in a large
*	Demonstrated experience in network design/architecture,
implementation, maintenance and troubleshooting and support.  Experience
must include hands-on setting up of routing protocols to guarantee a
redundant, fault-tolerant network including automated failover and
notification, traffic shaping, QoS, rate limiting, policy-based routing.
Expert knowledge deploying passive and active monitoring in a
mission-critical, enterprise environment. 
*	Demonstrated experience managing information technology project
and program development, including analysis, design, implementation,
maintenance, documentation and training procedures and practices, and
transition to production/operations. Demonstrated ability to
successfully utilize project management principles and techniques. 
*	Demonstrated experience effectively managing a highly technical
team of Network Engineers and Architects. The ability to provide
mentorship to other staff is required.  Experience with recruitment and
selection processes, performance expectations setting, providing
performance review and feedback, disciplinary processes, and performance
*	Must have experience developing and managing budgets, vendor
relationships, contracts and the RFP process.  
*	Must have the demonstrated ability to communicate effectively
both orally and in writing. This includes excellent listening skills,
clear and effective writing skills, the ability to adapt communication
style to meet the demands of the situation, skill in synthesizing
complex information, and the ability to influence decision makers. 
*	Must have the demonstrated ability to develop and maintain
effective relationships across an organization.  This includes
demonstrating skills in collaboration, negotiation and conflict
resolution.  Must have the ability to work effectively with a variety of
individuals from diverse backgrounds and in a team situation. 
*	Must possess a professional and cooperative attitude, and the
ability to stay focused in high-stress situations.    
*	Must be available to assist with network issues after normal
business hours and weekends. 



*	BS in Computer Science/Masters Degree or closely related degree.

*	Demonstrated working knowledge of Cisco equipment, CiscoWorks
and OpenView. 
*	Project Management certification. 
*	ITIL certification. 
*	VoIP and Wireless implementation experience. 
*	Experience in the public sector.

may be required to pass a background check.
