I would suggest that it mostly depends on the capabilities of your
PBX. Any decent/new-ish PBX/voicemail system can do a 'find me' to
route calls that aren't answered, or accept a voicemail on an
extension and pursue an escalation ladder for reaching the on-call
person.
I've done it with Altigen, Artisoft, Active Voice (paired with a
30-year-old Nortel Meridial SL1) and Shoretel systems, no problem.
