The base line scenario is that you get another cell number on your current
cell package for the $9.99 a month. And you can forward that cell where ever
you want.... You can then bind this cell number to google voice if you
like.

If you decide you want to experiment with filtering and control of the
process, you could use Twilio to do the filtering and forwarding.

If you are spending more than $120/year on this question, you have gone past
the cost of the cell phone option.
