department currently consists of three staff plus the manager; this
manager reports to the CIO.

Paraphrasing a hallway conversation I had yesterday with our CIO:

"I'm looking for someone with skills -- certification isn't a
requirement but is a strong plus.  Leadership, both internally and
Center-wide.  I need someone who can present at the Board level, if
needed.  And of course 'fit':  I don't want a cop.  We are a research
organization; we do not have patients; we are not HIPAA-covered -- we
have strong business needs for uncovering, sharing, and disseminating
our discoveries amongst a world-wide research community.  That being
said, we need to protect the institution as a whole, protect staff
identities, and maintain exemplary ethical standards.  I need someone
who can work with the scientists, understand their needs, and craft
solutions which meet those needs while keeping in mind the larger
institutional interests.  It is a balancing act."

influence over the hiring process -- I am a third tier tech, with
several layers of management between me and the CIO.  However, I have
worked at the Center since 1993, have a broad view of IT, and have
played a variety of roles, including reporting to the interim Security
Manager.
